In posts to his blog today, Twitter explained that only members will be allowed to post and reply to posts in the community, which is the way Facebook does it too. However, one big difference between the two platforms was present in the fact that the Twitter community would still be published and seen by everyone. That means everyone on Twitter will be able to read or even quote a posts from the community even if they are not members.
In addition, community posts can also be reported by everyone regardless of membership status. So, people are not personal in the real sense, but are more limited to purposes to comply with conversations focus on certain topics. Twitter said that community rules will be determined by their moderators, which can also name other members as moderators.
